AGC's Government Affairs Committee prepares for new legislative session
AGC’s Government Affairs Committee (GAC) recently met to set the stage for AGC’s involvement in the 2015 State legislative session which begins Jan. 12. Among the issues discussed and policy positions taken by the GAC are:
• Prevailing wage Support legislation to eliminate requirements that apply prevailing wage rates to off-site laborers including delivery truck drivers and workers who fabricate materials transported back to a job site where prevailing wages are in effect (model after the federal law).
• Workers comp Support bills to remove the age restriction in current law regarding structured settlements so that all qualifying injured workers could participate in structured settlements; change the statutory definition of occupational disease so that it must arise out of and in the course of the particular employment in which the worker is exposed to the disease; expand Preferred Worker Program which provides benefits to employers who hire someone with work-related injuries.
• Transportation Support a transportation funding package and individual reforms (such as permit reform elimination of sales tax on transportation projects and use of public-private partnerships) without making the package politically unfeasible.
• Carbon tax/cap and trade Oppose efforts to fund transportation via a broad carbon tax which is not protected by the 18th Amendment (note: this amendment ensures that gas tax revenues fund transportation projects).
